    My family and I just moved into a house that has a fence going around the yard. Problem is…there’s a lock on the gate that prohibits us from cutting our grass and entering our home from the backyard and back door. After a week of trying to get in touch with the neighbor who lives behind me, she states that it is on her property and will not remove the lock from our gate. We cannot enjoy the yard or access to the back of our home.

      Your question is a good one, but it is beyond the types of answers I provide here, which relate to the regulation of land by governments (generally described). You have questions that relate to your private rights related to land, and the only way to answer those is to sit down with a local attorney who can look at your deed, property survey, etc.
